You are buying a 6IV Darkrai. You can choose shiny or non-shiny. You'll need to acquire the first gym badge to open up trading. You'll then head to the Pokemon Center and go downstairs. After talking to the npc, leave the Pokemon Center, you can then open up the Union Room by pressing the button 'Y'.
